Query on disconnect in passport documents (second opinion)

Hi Everyone
 
My friend has a problem which is related to passport document submission. As per passport regulations those who are born on or after January 89 are required to submit their DoB certificate as proof. In his case his original DoB is  only on birth certificate which is April 90, and on all other documents birth date is Nov 90. This was a human error which continued from his childhood when he got admission in the school.
 
Since he has to submit his birth certificate compulsorily his DoB on passport would not match with other documents or may be he won't get his passport at all, so he wants to get his educational certificates and other documents corrected in . As he has consulted the same with one lawyer, he was suggested that a declaration is to be obtained from court in this respect on the basis of which he could get his certificates corrected but obtaining that declaration would take time of at least 1 to 1.5 years.
 
Please suggest/provide any other possible solution that would take less time as going through this longer route, would result in a possible opportunity loss for him.
