Property dispute

We bought a land in 2017, we applied building construction plan in 2022 but the plan approval is pending and concerned authority is mentioned shortfall that our land is comes under school place available in layout.the layout has lp number but it is not authorized layout,no development is made like electricity,water supply,drainages,roads etc and as per the owner information he informed us that he doesn't pay any 10% open space gift deed registration to local bodies and doesnt done 15% mortgage to authorities then how our site will be consider as school place and not allowing to construct the building without having proper layout copies.we file an rti but we got reply that layout copies are not available in the office,what is the solution for our land dispute now? The layout copies available by them are not signed by chairman.the layout owner sale the land without mentioned plot number and lp number in the school site as jaraythi land.
