procedure to create power of attorney

hi,

My mother and her siblings have a land in Kerala in their mother's name..Now that her mother has expired..they wish to sell that land...

My mother is residing in Mumbai and her brothers in Kerala..Would like to know how my mother can give power of attorney to her brother..please note since both are aged, both cannot travel..Can the power of attorney be created in Mumbai and sent across to Kerala..
