Ppf account - legal heir or nominee

Incase a person has made a Will and has made a nomination in his PPF account, who is entitled to the proceeds of the PPF account upon his death - the nominee or the beneficiary under the Will. What will be the situation if one has not made a Will? Is it the legal heirs or the nominee who is entitled to the proceeds of the PPF account
