Power of disciplinary authority posted on adhoc basis

Is an official posted on adhoc basis in a disciplinary post(empowered to award minor penalties but not major) is eligible to initiate Rule-14 proceedings. If yes what is it's procedure. Please convey.

There is no such Adhoc posting. Once an official is posted as an additional charge or given a temporary charge, that official has to perform and he has to discharge his duties as per the post. His word is not final and there is always an appeal if there is negligence or motives in conducting such proceeding.
