Power of Central Administrative Tribunal to include someone

If the applicant does not include someone as a party or do not implicate anybody as a party do Central Administrative Tribunal has the power to include someone as a party on its own who has not been included as a party by the applicant? what are the relevant section of the Central Administrative Tribunal act and Court judgements?
