power of attorney

Dear All I have a question to ask. I have my flat at pune.I have given it on rent by making a leave and license agreement for 11 month.Now the society is saying to register the leave n licence agreement.I agreed to it. Now I dont want to go to pune and I m trying to give power of attorney to any one.I want to register this power of attorney in delhi. Now the questions are: 1.what is the procedure of registering the power of attorney? 2.Will this POA be valid in Pune? 3.Where shall I contact for registering of POA. 4.How much cost of registration of POA. PLEASE HELP ME AS IT IS VERY URGENT. THANK YOU
