Possession & oc related queries

Dear Sir,

My builder sent letter for possession but builder don't have 

  1. oc
  2. cc
  3. electricity
  4. water supply

builder states he applied for OC in OCT 2021. According to Maharashtra right to service act - Builder should get OC or reject application within 8 days else he will get deemed OC.

Builder also states, If I didn't take possession then builder won't pay delay compensation. Builder insisting buyer to form society. When I demand OC builder send letter printed on his own letter head stating OC.

I know no such provision in act, act states escalation matrix but yet to confirm and understand what should be legal action to this mail I like to get some opinion. What should be legal answer if builder sent own OC rather OC issued by authority?

Builder has no authority to issue OC but it is the concerned authority 

Delayed payment in handing over flat without OC is liablity of builder.

Forming association of owner is compulsory.
