Please help regarding cyber law

Sir, one my friend had opened a fake account on facebook with a non existent girl's name, but he did not upload any picture, he did not intimidate or defraud or used abusive language or harmed anyone, he just befriended with some people and chatted normal hi hello, then he closed the account. he didn't know if fake account creation is illegal or not. but now he is very tensed, can you please tell me if creating a fake accnt on facebook but if no harm is done to anyone or didnt use anyone's picture or anything abusive but just chatting with some people with normal hi hello illegal or comes under IT act 66A?? he did't do forgery or abusive work. please any cyber security expert give your valuable suggestion.
