Pil for admission in 3 year llb course

Respect sir

I am a student seeking to take admission inf First year LLB.Now a First year LLB admission process is started but there is cut of list in last year many colleges which is beyond 75 %. problem is this since last two year Mumbai university in B.Com following 60-40 scheme in which student easily get more than 80%. in this situation student suffer who have passed without this 60-40 scheme i.e who passed out before 2011 or distance education. Every college have offering low cut of list for B.A and BSc stream but for commerce very high. my request to college is either they offer different cut of list for 60-40 and different for other than 60-40 or they will conduct common entrance exam(CET) and give admission on that basis. because in all other professional course there is CAT or CET exam then why not in LAW. Law is also a professional course. so plz advice me can i file PIL against Mumbai university or College for above case.If yes What will be the total expense(including Lawyer fees)  because i am student i can not afford much expense.

i m not getting.tell me what is 60-40 scheme.

60-40 schme means only 60 marks exam conducted by mumbai university and 40 marks in the hand of college. in this scheme every college is giving good marks to there student and most of student scoring more % due to this scheme. but before 2011 this schme does not exist means 100 marks exam was conducted by college.
