First and foremost it has to be seen whether BMRCL satisfies all the conditions so that it is required to implement the 3rd Pay Committee recommendations.
One of the condition is that it should be profitable and financially capable of absorbing the increasing in outgo if 3rd pay committee recommendations are implemented.
First try to do the exercise and find out whether BMRCL satisfies the affordability clause/condition. Only thereafter, you should think of further action, not before that.
