Patta issue

respected sir, the matter is that mr x my grandfather applied for 986 square gaj patta on 1987 from gochar bhoomi. For this 125 rs(5rs sanad fee+120 rs patta) is submitted by x on 1987. Then patta documents with tehsildar stamp is given to x along with nagari naksha.but land is not cut in revenue records. For this land x has also taken a education loan from pnb. Then x is owner of this land. I want to know wether x can do construction over it .because gochar is prohabited land.
