My mother was born in Malaysia on 14 February 1942. Her father and mother are Indian citizens by birth and they went to Malaysia to since my grandfather was working there. My mother along with her family including her sisters and mother came back to India in 1948 and living in India (Chittur town, Palakkad district, Kerala) since then till now and has not travelled outside India.My mother's father (my Grandfather) has died in Malaysia shortly after they returned to India.

She is Married to my father in 1970 andliving in Tamilnadu since 1970.
Recently we applied for Passport for my mother and in the passport application form we have provided the place of birth as Malaysia (Jerantut, Pahang, Malaysia). Unfortunately there is no documentary evidence regarding her birth in Malaysia and they do not possess the travel documents when they travelled back to India in 1948. The Passport Seve Kendra, Tambaram where we applied for the passport raised this as an issue and redirected my mother to visit the Regional Passport Office stating that "Malaysia Travel document not furnished". Today (06 June 1013) when my mother and father visited the Regional Passport Office, Chennai the passport officer mentioned that unless she provides the travel document (returning to India in 1948 like passport) there is no provision to issue the passport. My mother is legally living in India from 1948 and married to my father who is an Indian citizen by birth in 1970 and she has not travelled outside India after 1948 until now.
Please can you advice me how we can get a passport in this scenario provided we do not posesss any travel document.

My mother has Ration Card, Voters Identity card etc. Also she has SSLC certificate from her school.
