Not getting fnf(full and final) settlement for last 10 months

Dear Sir/Ma'm I had resigned from company and served notice period of 1 month (from 15 jan'16 to 15 feb'16 )as per company policy. Relieving letter is issued also but delaying my FnF process since long. My 45 days salary as FnF is pending but they are will to pay only 15 days salary and not ready to give rest 30 days salary without any reason on phone but no such mail from them. Escalated till last person in company(Owner) but no response received. Please suggest should i go to Labour court and what are requirement from my end. Note: All documents are in my favor(bank statement, relieving letter, people working with me that time for proof, email trails from employer).
