not filing the counter by the proper party

In our Writ petition we kept 4 respondents and 3 are necessary parties and 1 is proper party when it comes to counter the proper party i.e ,the respondent 1 didn't file counter and the 4th party who is an necessary party filed the counter and stated that they had no role in this case and the complete role is vests in the hands of respondent 1 ( who didn't file the counter even after court giving more time).In these circumstances what will be the next move of the Court, Please explain.

Hello,

Court will ask all the parties to argu the matter and pass necessary judgment.
