Non-payment of salary

An executive employee ( who cannot be part of any Trade Union) of Central PSU is transferred and automatically released immediately to join at new station. Now, that employee is on long medical leave and therefore didnot join at new station. Which station will pay admissible salary? If admissible salary is not paid in time, what action that employee can take against the employer.
