non-occupancy charges by Co-Operative Housing Society

non-occupancy charges by Co-Operative Housing Society : i have commerical property in society n which has been given on rent

 society is chraging me non-occupancy charges on this commerical property can they charge me on commerical propoerty

as usually in commerical property buyer cant be acutal user in all cases.
