Understand NOC from builder is not necessary for selling a flat (Pune, Maharastra, completion certificate not obtained, society not formed). Please advice.

If the flat has been registered in the name of seller when he has bough it from the builder, then there is no need to get completion certificate now. And there is no need of NOC from the builder also to sell the same flat.
