No objection certificate / violation of rules.?

Kindly clarify the following,

Govt of India undertaking petroleum oil company applies for a NO OBJECTION CERTIFICATE with the District Collector/ DRO  for putting up a petrol pump . On the date of application the oil company Had not made any lease agreement with the land lord Who is the LOI holder for the oil company. The application submitted for the NOC for the land with the name of the company only ( no where it mentioned the LOI holders name /The company issued the LOI on 30.6. 2012 and the same was received by the applicant on 2.7.2012). The oil company submitted the application for NOC on 30.6.2012  the same date .

After getting the NOC from the DRO on 1.2.2013 , The oil company made Lease agreement with the LOI holder on 8.2.2013 only.

kindly clarify whether the NO OBJECTION CERTIFICATE for setting up a petrol pump is issued for the land ? or for the oil company who has not having any rights at the time of application. As my point of view the NOC stands invalided . What action to be taken further for the above violation.
