No creamy layer status

I belong to obc category. My father is working in BSNL as accounts officer,but he was not directly appointed at this post, he apointed as operator which is of C class category. As i read in memorandum issued by department, salary income shall not be considered while calculating gross income for non creamy layer status, my family's income except my father salary is below 4.5 lac. Shall i fall in non creamy layer
