New adhar card for 94 year lady

A 95 year widowed lady needs apply for an adhar card. She has No government records. Except voter Id, & old legal heir certificate taken 28 years before

She cannot move nor stand up right.how can she apply for an adhar card.?  Give me a solution friends carefully analysing present procedures in taminadu.

Had she no Aadhar card till date? Is it true?  Then you can visit the UIDAI portal site, wherein you can see each step to proceed.

Visit local nearest UIDAI agency.

The query suggest no legal elements. As suggested, you need to visit or contact competent authority or any authorised enabling agency (such as akshaya centre etc.)

Please visit any aadhar agency viz Banks (might have outsourced to some Adhar agency), request such an agency to fulfil this special need of the Lady who is an elderly person and since she can not move and see if they can do anything. They will be able to find a solution, the reason being the bank agencies frequently carryout adhaar camps in gated communities where I live. when they can visit and do here ... they should be able to do coming home considering the ladies situation. 

PS: She has voter ID so she can use the same for both identity and address proof as well. 

Alternatively the head of the family (under whose care she is!!!) can enroll her for aadhar!
