damaging the neighbour's wall and i don't know how much space should be there between builder falt and existing house, i hope there should be govt. reules atleast some gap should be maintained.

you can approach civil court and get injunction (stay).. but you have to establish prima facie (on the face of it) that the builder is causing disturbance by producing some solid cogent evidence like photographs record of rights etc
