Can I file a PIL against Kharagpur Municipality in Kolkata High court

Case History

1. Smt Gita Mahapatra  wife of Sri Debnandan Mahapatra residing at Hijli Cooperative Sciety, Kharagpur, Dist. Paschim Mednipore, West Bengal is the owner plot no 5, Khatian -958,J.L.-188 Area – 5 dec
2. Smt Mahapatra owner of the said plot has submitted one building plan to Kharagpur Municipality, P.S.Khatragpur in the name & style M/S Kharagpur Confectionery.
3. The plan has been approved by the competent kharagpur Municipal authority in the year 2004.
4. The information seeker on RTI Query, supplied with certified copy of approved plan, by Kharagpur Municipality authority.
5. On scrutiny, it is revealed that dag no 3(part) & Dag no 4(part) along with dag no 5 has been indicated in the approve plan
6. Mrs Mahapatra is not the owner of dag no 3 & dag no 4 plot.
7. The matter was brought to the notice of the Kharagpur Municipality.
8. No CC has been issued by Kharagpur Municipality.
9. SPIO Kharagpur municipality in a written statement has indicated that all related files are not traceable in the municipality office.
