Minimum wages application in bihar

I want to know whether workers who work in a garments manufacturing factory are entitled to a minimum wage under the Minimum Wages Act in the state of Bihar. Garment industry is not included in the list of scheduled employment that come under the Minimum Wages Act. However, Hosiery and Powerloom industry are in the list of scheduled employments. My question is which is the minimum wage that is applicable to workers who work in garment manufacturing factories?

If the Garment factory employees are not covered undre the Minimum wages act, then you cannot claim any benefit under this provision

If garment industry is not included in the schedule employment under the Minimum Wages Act, question of its applicablity does not arise at all. In that case, the employer is free to pay as per his wish depending on the demand-supply of labour/ market rate etc. but there cannot be any legal enforceability of the rate of wage.
