maintenance

I am staying in my parents house now with 2kids(aged 6 & 3).My husband has driven me out of the house two years back and since then we are dealing the issue within the family heads and society heads.I am house wife and it has beign very difficult to raise them alone.My husband is not willing to pay for them until I sign the divorce.My daughter (3) has health related problems and it costs around 10000/month. Can I file a maintenance against him?He is working in MadhyaPradesh as professor and is keeping on changing address so that I could not find him.please suggest kindly.
