maintance charge for Apts

Dear sir Is there a law in hyderabad. Which states that one can pay 50% of maintanence charge towards flat maintanence. There are around 40 owners who have not occupied and not paid maintanence for close to 1 yr. But we are charging them 2500/ month maintanence. They have asked for rebate. Can you please clarify.
