leave is a matter of right or not

1) for employees working under private or public sectors or under government leave is a matter of right or not.
2) is there any enactment or law governing leave rules.

whether shops & establishments act applicable to government undertaking I.e. PSU.
In staff regulations it is mentioned that leave is not a matter of right
the above regulations belongs to one PSU it were notified and gazetted
