Labour licence

Sir I'm working in a state PSU (government undertaking company).. I have one doubt regarding labour licence.. Is it required labour registration for a company for taking outsourcing labour if so what is the procedure and future impacts.. Please tell me in details With regards Pujari RAJESH.
