In case of complaint file before the he president of india

If an application was filed u/s 14(1)(e) R/W Sec. 25-B of DRC Act and an application u/s 151 CPC was filed by the respondent and has been accepted by the court wherein the title of ownership of the petitioner has challenged on the basis of the documentary evidences. And meanwhile on the date of hearing the new ARC posted who put the case on order immediately without knowing and inquiring the facts and documents and the act of the ARC clearly depicts the prevailing corruption in the said matter. And in the same case an individual complaint letter has also been filed before the HE President of India and to the Chief Justice of Supreme Court and CJ, DHC with a demand to inquire the documents filed by the Petitioner in lieu of his ownership.

Now, the question is in view of the same, is it possible for the said ARC to pass an order in the said case? And if he will pass an order by ignoring the above said complaint letter than what is the next procedure for the same????
