If silence is the acceptance of fact?

If silence of opposite party in electric document can be taken as a proof of the acceptance of fact by opposite party? Say if I have written an email stating something opposite party did not respond after reading it or I am stating some facts in video recording and opposite party is not contradicting it

Not always.  It depends on the facts and circumstances of each case.
