Can any govt govern without being corrupt and without the participation of criminals?

I BELIEVE IT IS POSSIBLE.

BUT FOR THAT TWO THINGS NECESSRY

1) STRONG WILL POWER; CONTINIOUS MONITORING; VIGILENT EYE OVER THE POLITITIANS SPCIFICALLY ON THE MPs & MLAs.

2) FROMING A GOVT MUST NOT BE A  - 'GOOD BUSINESS WITHOUT INVESTMENT'.

PLEASE READ MLAs BY THE PEOPLE INSTEAD OF MLAs.
