Hra on transfer

i am maneesh kumar working as junior engineer in indian railways i got transfer from bhusawal central railway to ghaziabad northern railway. i retained my railway quarter at bhusawal on my son's education ground and also take permission regarding from competent authority on normal rent but at ghaziabad no HRA is given by railway they said that no HRA isadmissible till you vacate your railway quarter at old station i.e. bhusawal whether i elligible for HRA at new station or not please provdide any official orders regarding
