Dear amarjeet.
To get the licence to run a guest house , you have to approach municiple office of your dist with the proper PLAN & LAYOUT. U can also approach District Industries Centre OR D.I.C , if u require a loan assistance.

fine, sailendra has given advice.if you wants to construct see that the plot is allowed for business purpose.submit the plan of guest house. get it sanctioned by appropriate authority. get also permission for running the guest house both from police and municipality.municipal tax will be different from residential plots.extra points added to accelerate your venture.

The beauty is to get the licence without a guest house!
NDTV did a sting operation where they got a birth certificate, SSC pass certificate, ration card, passport, voting card, driving licence for a man who does not exist. So what is the big deal in getting licence for a non-existent guest house.
