How i get my certificates back

Sir i taken admission in M.tech in Swami vivekanand institute of engineering and tech (rajpura) and i submitted my orignal docs of 10th, diploma and b.tech to college, but due to financial problem i was not able to fill my 2nd sem fees, so thats why i decided to leave college ,but now they are not returning my certificates. They are asking me to fill fees of 2nd sem and other deus. I have urgent need of certificates to apply for job to improve my financial condition and to help my family. Please tell me sir what can i do...
