How does multiple ncrs work?

Dear Experts,

This is a question regarding NCR (Non-cognizable report) given by a resident on other residents in the apartment complex for various silly and trivial reasons multiple times. It has become a fashion for him to go and raise an NCR for various trivial & civil matters (such as non-payment of apartment maintenance, car parking issues etc.,) at police station - for which there is no other go for the police to register an NCR.

I understand that sec 507 of Crpc (power to investigate) can be invoked by police subsequently if needed. Leaving this what other methods exists to prevent these sort of frequent filing? What does Crpc talks in this case? Is there a limitation on consecutive filing and its consequences?

There is no restriction nor you can have a control over such psychopaths, the police if finds that he is a trouble creator himself, it will not entertain any application after certain limit, so wait and watch the situation.

And a quick follow up question - can we initiate a method by which we say he is harassing mentally all of us?
