Whether a Hotel comes under the definition of 'public premises' would depend on the issue to be decided. For instance the Government Servants' Conduct Rules say that a Government Servant should not drink alcohol in public. Competent authority has decided that whereas a restaurant in a hotel is a public public place, a room in the same hotel is not.
