High court judgement

Dear Experts Pranam to all….. This is a general question and requesting your guidance. My grandfather applied for a piece of forest land patta. The land administration sanctioned patta but local MRO filed revision petition in high court. High court also gave judgment in our favour by rejecting the MRO petition. This was happened in 2003. But till date, either MRO or RDO or District Collector done anything in this direction and looking like simply set aside the court order. Here my doubt is if the MRO or RDO or District Collector dissatisfied with high court order, they should go for revision petition else issue the necessary approvals to the beneficiary to get registration / title deed. If no action from them as above, how can we presume the same. Can you guide me please. Kind regards Venu
