gst deduction in booking amount if the builder cancel the deal

sir kindly guide me the builder cancel deal of some reasons oh his own so i cancelling the deal but he saying he will deduct gst on booking amount of rs 100000 so basically iam giving him 18000 rupes even that is not my fault
