Yes, if is useless to bang you head with the agency. Approach the Hindustan Petroleum Office of your city with an written application or send an email to the area customer care officer, stating all your grievanace detail, and follow it so that action is taken on the Gas agency.

Every Gas Agency is required to display the phone number of local HP Gas Field officer and complaint cell number on a painted board in public eye.

Please go check that number and file a complaint with him

if that does not work you can file a complaint to chief lpg manager at respective state office addresses are available on google. Send a registered letter. It generally works
