PIL's are often Publicity Interest Litigation and wste the
time of the Courts and helps the Executive o bide for
time.
The Supremen Court could consider that all the PIL's
should be filed before abroad-based high power commssion
in the States and the Centre,with a copy to the Court concerned.
The Commsssion's decision should be binding on the Government
normally. If so the mater ends there.If,not the Government can go
to Court.LIkewise,the decision is not in their favour the applicanat(s)
can move the Court.
Armed with particulars,the Courts can deliver their final JJudgment
