No nominee in deceased pension Book?

The deceased did not mentioned his nominee in his pension book and died. whether his brother who has obtained succession certificate can claim as his nominee in his pension benefit.

When there is no nominee deceased legal heirs will be entittled to claim the monetary benefits.  Even if there is nominee he/she is not entittle to claim the deceased monetary benefits. It is the duty of the nominee to distribute the monetary benefits to the legal heirs of the deceased.
