I booked train tickets for 11 members from Trivandrum(TVC) to Salem (SJ) my travel date is 10-08-2019. Due to flood in Kerala, on that travel date i got 1st SMS that train is cancelled. later i got SMS that train is diverted and not touching my booking station. I try to cancel the tickets it "shows this halt has been deleted from ISL". I file TDR with the reason "Train Diverted And Train Not Touching Destination Station."on 11-08-2019 for the below PNR no.

PNR no 4606822708 and TDR reference no. 100000357894123 TRN

SMS 2. T.NO. 12696 TVC-MAS JCO ON 10.08.19 IS DIVERTED VIA NJT,TEN,MDU,DG,TPJ,VM AND WILL NOT TOUCH STNS BETWEEN VAK-AJJ.INCONVENIENCE REGRETTED.
SMS 3. CORRECTION MSG:T.NO. 12696 TVC-MAS JCO ON 10.08.19 WHISH WAS ORIGINALLY CANCELLED WILL RUN VIA DIVERTED ROUTE NJT,TEN,MDU,DG,TPJ,VM.
SMS 4. Due to Technical reason, TRN No 12696 does not touch your station SA on 10.08.2019. Kindly check on /139 before starting your journey.
Based on the SMS from railway. I book bus and reach my home town. Next day i filed TDR for refund.
On sep 28-2019 i got a reply that my TDR refund is null for the below PNR no.
