Real estate regulation act 2016

Real Estate Regulation Act 2016 of Central Govt has come into being with effect from 1/5/2016 extending the Act to the whole of India except J&K. There is a provision for enactment of the law by states seperately. The K'taka state is yet to formulate their Act. The Central Act is applicable even to the ongoing projects. In the absence of state Act, for which a time of one year is given, whether in the intervening period, can we enforce Central Act. I have purchased a flat and the possession of the same is yet to be given. Please enlighten whether the Central Act is applicable to my transaction.

Bhimsain ji in the abscence of state act it is presumed that central act is prevailed any where in the India except J & K.
