Formation of Housing society

We present owners of a building have purchaed 28 Flats out of 35 have been sold by Builder. Maintainance is taken care by builder. Can we demand to builder to form a society and hand over to us.What is the procedure of formation of new society in a newly owned building in Mumbai.
