Formation of a trust

I wnt to create a Trust. It will be a irrevocable charitable trust. the beneficiaries are a defined group of people. one of the purposes will be to release dead bodies of beneficiaries from hospitals, which have held the body as ransom for clearance of dues. it is to be registered in kolkata under relevant laws. what is the procedure.
