Flower pots can be kept in common areas

Recently a owner fro. First floor kept flower pots in my terrace. What can I do to remove.

Recently a flat owner has kept flower pots in my terrace and started using my water tap for watering. I have closed the tap with plug. He opened again started using. Pl provide remedies to remove flower pots and close the tap permanently.
