False case against juvenile

A lady, who seems to be mentally disturbed and is habitual of picking up fights with everyone, has filed a false case against a boy aged 15 years living in an NGO. This lady was also always helped by our NGO as she claims to be a widow and severely ill. She now wants the NGO to help her in a false case she has filed against her land lord and has occupied the flat. The NGO refuses to help her in any wrong way. This has infuriated her and she is jealous of all the inmates of the NGO. She slaps the destitute women staying with us, abuses the kids, calls thme filthy names. She finally filed this FIR that the said boy went on the terrace where she was alone and he held her hands from behind trying to s*xually assault her and one woman who lived in our NGO tried to lock the gate in order to help the boy. She write that she shouted and her mother came to rescue her. She further wrote that the boy eve teases her 10 years old daughter also. The FIR also blames the chairman (male) and secretary (female) of helping the boy in all these attempts of s*xual harassment. The lady has accused that on the day of incident both the office bearers of the NGO fought with the lady and all the accused beat the lady, her mother and the 10 years old girl.

The FIR mentions these IPC sections 354/37613231511/341/34 and 8/11/12/16 POCSO Act 2012

The lady went to the sr officers of police afrequently and cried and demanded the arrests of the accused. The local police knows the truth but under pressure they one day arrested the boy and ill treated him to which the NGO objected and he was released.

The sr officer of the district assured that they have found out everything about the lady as well as about the case and they will "make the case false". This we are not able to understand. What is this process and how much time will it take? Do the accused persons need to initiate bail plea etc or wait?
