Essential Commodity

Hi,

Items like milk & cattle fodder are covered under "Essential Commodities Act, 1955"

I would like to know if these items can be exported or not since they fall under essential commodities.

Also as per my knowledge govt. has declared India as a milk deficient, since the industry is not growing at a rate which is required in order to meet the growing demand of the country.
