Enhancement of rent

Hello to all... I live in a commercial area in the heart of Patiala and have a big shop below my house which has been rented out since 1985. The current rent payable to me is Rs.1700 p.m which has not been enhanced since 1993. The tenant has a very lucrative business of  selling computers and printers and is renowned in the entire city as a millionaire. All my requests to him in the last few years to enhance the rent have fallen on deaf ears. The amount currently paid by him as rent is not even a grain of what he makes every day and,yet,he refuses to increase the rent and is therefore very unjust to my interest. I wanted to sell my house but the presence of a tenant below has brought down the value of my house and on the other hand he refuses to part with  a single penny more than what he is paying now which is making my financial position extremely murky. I have read that there is a judgement of the Supreme Court of India where the court has said that the tenant should increase the rate as per the market rate. I want to know from you if i can file a case against him for enhancing the amount of rent and,if yes what is the rate of rent I am entitled to. Any help would be greatly appreciated.
