Yes, you can file appeal against order/judgement of District Consumer Commission before State Consumer Commission under sec 41 of Consumer Protection Act 2019.within 45 days from the order.

Challange the order of District Consumer Disptues Redressal Commission with all relevent records within stipulated time before State Consumer Disputes Redressal Commission.

Tnx for valuable suggestions, But I want to know 1-can I directly go to high court avoiding appeal in state or national commission as relief is doubtful further the time of 45 days has also elapsed and explanation of delay might be not helpful
2- Can I file as a new case or new cause of action by changing the complainant /plaintiff name as this complaint lodged by my younger brother who lives with my late father, myself and my youngest brother being in jobs lives in other city
3- Actually matter was my late father might have applied for extra resedential electricity connection reason may be he might have thought of renting out of some part of property we are not sure about it but we never seen any new electricity bill except as usual one unfortunately he expired in June 2013, the possibility may be he might have applied but being of process of initial stage of providing new connection and the installation of meter couldn't be done due to non availability of meter and was told by uppcl person that connection will be shortly done but the connection has been shown in uppcl records as provided however at ground it was not done. My late father usually kept all the papers like bank cheque book,pass book, aadhar card, pan card, receipt of house and water bill of nagar nigam and electricity bill of his work shop etc but we didn't find anything related to this new electricity connection and suddenly after the 8 years of death of my father in July 2021 a final electricity bill in the name of my late father of rs- 1,06,412/- has been delivered at my house to my younger brother by uppcl person for payment within 15 days stating that failure may lead to issue RC and further optionn of recovering outstanding may be initiated. On getting this bill my youner brother went to electricity department requesting them that the bill is wrong as neither meter was installed nor any electricity supplied but they have not listen any thing saying the bill is correct and ask to deposit out standing amount within 15 days other wise RC will be issued , after not getting any solution my younger brother decided to complain in consumer commission as suggested by his friend accordingly he met one advocate told him all the facts and shown that electricity bill he filed complain in district consumer commission on 25-7-2021 requesting relief of return of rs-, 2500/- security amount and rs- 50,000/- as mental agony but commission pointed that following documentry evidence not provided by complainant
1- receipt of rs- 2500/- paid to uppcl
2- copy of written complaint to uppcl in regards of not starting electric supply dismissed the complain relieing only on an erratic electricity bill in the name of my late father which was delivered after 8 years of his death. This bill has may doubtful and erretic entries itself a) - no meter number b) - amount of huge arriear and a arriear lpsc from which it is not clear that it is for which period, c) - energy consumed -zero and date of connection not readable etc
It seems that commission has not gone to look correctness of the bill and to call uppcl for cross examination for justifying or prooving the bill and make an opinion that connection was given as per uppcl bill
Commission overlooked the basis fact which leads to doubts and geniuness
1- why the bill was delivered after 8 yeats the death of applicant late kamlesh chandra
2- why notices has not been issued to the complainant during the period of 8 years for demanding payment electricity dues
It is the basic duty of uppcl to provide his services without any difficiency in it to his consumer and install necessary equipment and ensure supply of electricity to consumer and deliver regularly the electricity bill timely and information of any unpaid electricity bill amount so that cpnsumer pay his electricity bill timely for which uppcl fail that accounts gross deficiency in services at their part

Do not choose any incorrect or an illegal short cut method for relief out of anxiety, you may better discuss the subject matter at length by producing the relevant papers before an experienced lawyer in the local and proceed as suggested

The order passed by DCDRC is appealable before State Consumer Dispute Redressal Commission but not before High Court.
Facts posted are very lengthy and most of them are irrelevant to the complaint.
Seek advise of a local experienced lawyer with relevant records.

From learned advocates advised it seems that I should pay electricity department as per bill (of my father name )which has been delivered after 8 years of his death and that bill also has many doubtful entries it doesn't matter. One of my friends was telling that electricity supply/ distribution agency can only demand for 2 years of last paid bill when they provide bill after the long gap(8-10 year) of last paid bill as per honourable supreme court guide line. Please clarify.
